			*Any time we say policy we should show a reference to the policy (such as in the "Active" definition).
			*There are many acronyms here that are undefined.
			*We should talk about systems that are retired or obselet consistently. For example, FIS is described differently in the handbook of instruction than it is here.
			*There are many of these that are blank that should be defined or removed.
