Clerks and Disciplinary Courts

My bishop asked me to check to see if a clerk who was an Elder could sit in a disciplinary court. I read through both handbooks and couldn't find anything on this. The only thing related was the statement that a stake court must have 15 High Priests. Since the clerk is only there to keep minutes, could he still be an Elder?

Yes, the clerk who is recording the minutes of a council can be an Elder. I did multiple councils as an Elder.

Yes, this is part of the clerk's calling (or an assistant clerk if assigned), so the only qualifications to record minutes at a disciplinary council are the qualifications for being a clerk (Handbook 1, sections 13.2, 13.3.2, and 13.4.2).
