I had a situation during the week that I needed to add a new non-member payee (medical organisation). I filled in the necessary details and clicked on save. Not only LCR rejected to it, but I had the oops sorry page. I went back to the previous page. All the information I had entered in was blank. I tried again multiple times, filled in the information, refreshed the page, tried a different browser, a different device. None worked filling in all the required information...name of organisation, address, phone number and email address. After 45 minutes (no joke) I eventually I sent an email with screenshots to servicesglobal, my bishop and to the stake clerk. I tried again the next day. Still no go. I went to the temple that night with the question how to resolve the issue. Half way during the endowment session, the answer came to me. When creating a new payee, there are two choices...member and non-member. It's the non-member issue that is going to be resolved.
Just add the name of the organisation or person, and click on save. No need to fill in all the other information. LCR will obligingly present the page to enter the payee's financial bank details. It's all good after this. servicesglobal never got back to me.
PS If there is going to be an issue of no recorded contact details of the payee, the information can be or is already recorded on the invoice/receipt.

Actually the payee in this type case should first be entered in the participant area and indicated as a non-member. There you can fill in the address etc. Perhaps you still can in case they become a payee again, look for them in participants.
