When we broadcast an added calendar event it seems that members who have actually moved from the ward are still receiving the notifications. How is this happening?

From what we've been told, the member needs to visit their calendar subscription web page so the calendar system will realize that they've moved.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
