Hi! I have an issue that i have being reporting since i was stake clerk and now in days i'm in the bishopric as counselor.
In the website LCR i don't why the counselor doesn't have permitted to make some fundamental duties as the clerk.
Down here in Mexico this is a problem, why? In my ward and on several in the stake the clerk is not as regular as the bishop or the counselors.
The Instructions Manual 2, in most of the chapters make reference to the bishop or the stake president as the persona who got all the keys, but
the counselors in both cases have specific duties. Im agreed that the bishop or stake president can do special things as erase names, make petitions to the first presidency,
recommed new leaders, etc.
But im not agreed that the counselors in the bishopric they can't even register a death brother or bring to the ward the registers of new members.
Please i will like to read your answers or corrections in case im wrong.

Only the bishop and the clerks have full access to the membership records. See Handbook 1: 13:6, paragraph 5.
Both the ward clerk and membership clerk can do those things you need. Between the two of them, you should be able to find one of them each week. I think the problem is that you need to find someone to attends more regularly to be a clerk.
I'd also look at Handbook 1: 13.4. Especially 13.4.2, first sentence. That seems to be the heart of the problem.

If a counselor truly needs to act as a membership clerk then the stake could decide to call them as an assistant clerk as well. It isn't normal practice but I'm not aware of any policy that prohibits it.
