Permission to make/use 3rd party software

I want to make an attendance tracking web application. I am student at BYU-Hawaii serving in my ward i believe something to empower bishops and leaders alike to know how often students are coming to their meetings is needed, especially in giving informed ecclesiastical endorsements. I am aware of the church's policies written here about member data: https://www.lds.org/help/support/meetin ... lang=eng#4. See #4.9.

I am posting to understand who can I contact to see the feasibility of this project. I plan on making the application using best practices for data security and protection. I would greatly appreciate and guidance on who to talk to to receive explicit permission to build and implement software like this in our stake.
