Downwinders department

Does the church have a department that helps with "Downwinder" applications? If so, how do I contact them? Thanks.

Not that I know of. I'd imagine that the church as a whole would stay separate from that. Individual members in the affected areas may help.

I know that this is well after the fact, but the downwinder claim form from the Justice Dept. states:
If you would like the Church of Jesus Christ of Latter-day Saints to help with
your claim, YOU must call the Church at (801) 240-3500 or write to:
The Church of Jesus Christ of Latter-day Saints
Member and Statistical Records Division
Seventeenth Floor
50 East North Temple Street
Salt Lake City, Utah 84150
They will do some research to verify presence in the affected areas in their ward records from the area. Hopefully this may still prove useful.

I don't know if it was true in 2019 when OP posted, but the church definitely has trained records people at the number given above. I got the proof of residence forms filled in for both my family members who are making RECA claims by calling that number. Church Records have an email address dedicated to this as well RECAresearch@churchofjesuschrist.org

I'll second that confirmation, as I also have personal family relatives who in the past couple of months have worked with the Church to get residency confirmation for their federal RECA claims. They each said the Church support was really knowledgeable and responsive.
