Access to Child Protection Compliance System
Pennsylvania State Law requires anyone who works with children (including primary teachers, youth leaders, and missionaries) to register with the state and undergo a series of background checks. The Church has created an online tool to track these background-check certifications at cpcs.lds.org (or cpcs.churchofjesuschrist.org). Access to this database is limited to bishoprics, stake presidencies, ward and stake clerks and executive secretaries, mission presidencies, and a few others. I am a counselor in a mission presidency and two zones of our missionaries are assigned to units in Pennsylvania. Even though I should be able to access the database, I keep encountering the "Access Denied" screen. My calling is clearly identified in the membership system. Does anyone have any advice for me?

Since only two units belong to Pennsylvania, it might be creating an issue. It would be best to contact the Global Service Desk.
The other question is if your mission is the type that has branches or not. If yours is the type where all the units belong to a stake, then it's possible you may not have access.

Your mission is not configured for CPCS access. Contact the Global Service Center and start with them. They may need to get you in touch with the support services manager responsible for that system.

What is your calling? I would expect that complying with this would entail the same type of requirement for yourself as your fellow church members in your unit. You could ask the person who previously held your current calling, how they complied with this requirement. Or you could ask your organization leader what you need to do to comply with this.How do I comply with this?
I personally would expect that when issuing any calling that requires child protection (the Church's training, plus also any other government-required training or registration), the Priesthood leader who issues the calling should provide a detailed explanation to the member of what is required, and how to comply. If this hasn't occurred in your case, letting the Bishop or Branch President know seems appropriate, since it's his responsibility to be fully aware of what this entails, and then ensure members fulfill these requirements.

As an example to follow on from Brian, in Australia compliance is achieved by getting a "Working with Children" card (name and legal requirements vary per state). The card number is then entered into the system (CPCS is now fully within LCR), and can then be seen in the "Government Certifications" report.
