All highlighting/notes gone on website after getting new phone

All highlighting/notes gone on website after getting new phone
I got a new samsung s10 last week and lost all highlighting and notes on the website. I'm signed into both. Phone shows it's syncing. Any suggestions?

In addition, I now see I cannot do any highlighting on the website. I get the Sign In box, but I AM signed in. Still, I click the button and sign in again, with no change.
