Interactive Maps

As emergency preparedness representative for our Ward, I would like to prepare an interactive map to facilitate defining Zones within the Ward (and easily tweaking their boundaries when necessary), Member addresses (such as are on the Church's map site) within the Zones, and adding layers, such as layers for the Elderly, Ministering assignments, Zone Leaders and their assigned members, First Aid Station locations and so on.

Ultimately, I would like to be able to demonstrate to other Ward within the Stake how to do customized maps & layers for their Wards and have all the Wards' maps available to the Stake.

Looking for suggestions from anyone who has done this on "how to get started, what software to use (Leaflet, ArcGIS, other?), whether there is a way to use/import data from Church maps & directories without having to enter everything by hand, are we ok to use any open sourced info without violating Church internet policy?" and so on.
