Tracking stake callings manager

Our stake is looking for an app that would streamline our process for managing issuing stake callings. Ideally, bishops could submit a request for a change (like new ward clerk), the stake presidency could see a list of all requests, the high council could vote on proposals, and people could receive assignments to extend calls. And it would be nice if the callings to present in sacrament meeting was in a list each high councilor could get. Does anyone use anything similar to this? (Other than Trello?)

If anyone is using Trello, how much do you pay per month/year for the stake presidency and high council to have access and vote in cards, and how do you keep cards viewable only to the stake presidency until ready for high council voting?
