New building scheduler . . . cannot seem to get rights

Hi everyone! I'm the Stake Clerk and the agent bishop at one of our buildings asked for his assistant clerk to be the building scheduler for the year. Cool. I went to the calendar, the gear, Building Schedulers, selected the correct building, made him a scheduler, then promoted him above me to the primary building scheduler. He contacted me a week later and he still only has access to his ward's calendar (he's an assistant clerk.) We checked and the other wards in the building are not visible in the choose calendar section. I found a post that suggested testing incognito mode (nice way to get around cookies and cache to see if it's those) but he still gets the same view.

The Calendar FAQ says:
I was called as a building scheduler, and the stake clerk put my calling in Leader and Clerk Resources. Why can’t I create events?
Your stake clerk needs to assign you to the proper building using the Building Schedulers settings page in the calendar.

I'm pretty sure I did that. His name is there. I'm at a loss and haven't spent this much time scouring a forum since 2003 so I am open to advice. :D

The title "Building Scheduler" is a misnomer. I wish they made it something like "Building Scheduler Supervisor". The idea that just one person does all the building scheduling is a holdover from the days of paper calendars when there could only be one fully up to date sheet of paper. That piece of paper has been replaced by a server, so now multiple people can see and make adjustments to a fully up to date schedule.

From Getting Started with Calendar:
Building schedulers should be trained to understand that for stake and ward events, the stake or ward leaders should create their own events and schedule the building themselves. As they do, the events will then appear on both the stake and ward calendars and also on the building calendar. Building schedulers should be taught that they should not put stake or ward events directly on the building calendar. If they do, it will indeed reserve the building, but the events will not be seen on the stake or ward calendars, leaving the membership uninformed. Usually, building schedulers create only approved family events on the building calendar. They also periodically review the building calendar to make sure events are being appropriately created by the stake and wards according to the local building policy.
Being a "Building Scheduler" gives him the ability to edit the location (building) calendar, and to edit any event taking place at that location. It does NOT grant access to the regular event calendars. Certainly not to calendars of other wards meeting there. As as assistant clerk, they probably have edit rights of all of his ward's calendars.

So it's a feature not a bug. Yeah, I think your explanation makes more sense. For our purpose, training other wards NOT to contact him but to just schedule their own things and family/private events that need to just be on the location calendar can go to him.

I really appreciate you taking the time to help clarify. For what it's worth, I changed the name of his custom calling in LCR to Schedule Supervisor. :)

Even that can be handled by a private calendar at the unit level. About the only thing I can think of that should be on the location calendar is when the building is closed by FM for deep cleaning or renovations. That places the event out of reach of unit admins.

As for contacting him, that would mostly be when things need to be moved to make way for a new event, such as a funeral being scheduled (since usually that's a whole facility event).
