I have a couple in the ward where the wife's marriage record is not attached to her husbands record, but to a non member listing of his name and birthday.
But the husbands marriage is properly attached to the wife.
She shows up as his wife... But he is only the head of her household and relationship is "other".
If I click "create membership record for spouse" there's no option to link it to an existing record.

Contact support. There's probably nothing you can do without creating some confusing history.
