Out of unit members

I have an out of unit member. It lets me assign them a ministering assignment but it does not let me assign them to be ministered to (add them to someone’s list).

That is by design. The home ward is responsible for ministering.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
